POSITION Bilingual Case Manager

DEPARTMENT: Sacramento Social Services / Family Services

SUPERVISOR: Family Services Supervisor

FLSA STATUS: Non-Exempt / Full Time / Temporary two (2) year

BASIC PURPOSE

The purpose of this position is to provide assistance and case management for rent eviction prevention, move in assistance, food assistance, clothing, utilities, transportation and other services to low-income families and individuals requiring assistance of The Salvation Army. This position is grant funded for the first two (2) years with the possibility of extension.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Interviews client and prepares all necessary paperwork to provide other types of assistance such as rent, utilities, and food assistance.
  2. Refers clients to and prepares all necessary paperwork for the families to participate in Seasonal Programming, such as back to school, holiday assistance, etc.
  3. Secures information such as medical, emotional, and social factors contributing to client's situation and evaluates these and client's capacities.
  4. Advises client individually, or in other small groups regarding plans for meeting needs and assists client to mobilize inner capacities and resources to improve social functioning.
  5. Provides intakes, assessment and financial assistance to low-income families and individuals.
  6. Prepares client files, enters client data into tracking sheets, compiles records and prepares reports.
  7. Follows-up to determine quantity and quality of service provided client and status of client's case.
  8. Assists as many people as possible keeping within established parameters and ensuring fair and even distribution of services.
  9. Maintains records of all persons interviewed and records either the type of assistance given or the reason why assistance was denied.
  10. Refers clients to community resources and other organizations as appropriate for the client's needs.
  11. Communicates with and researches other social service agencies keeping referrals current.
  12. Accesses and records client and community resource information.
  13. Completes and submits all required paperwork in a timely fashion as designated by the Supervisor. Meets deadlines and department productivity demands.
  14. Acts as role model within and outside the agency.
  15. Ability to work well under pressure and meet deadlines.
  16. Maintains a positive respectful attitude.
  17. Communicates regularly with supervisor about program issues.
  18. Consistently reports to work on time prepared to perform duties of position.
  19. Some travel required.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS REQUIREMENTS

  1. Must possess a valid California Class C Driver License, and ability to drive a Salvation Army vehicle.
  2. Must be 21 years or older.
  3. Complete The Salvation Army Decision Driving training.
  4. High School Diploma or GED equivalent.
  5. Two to four years related experience and/or training; or equivalent combination of education and experience, preferred.
  6. Must be bi-lingual in English and Spanish. Ability to speak Russian a plus.
  7. Ability to perform daily duties to achieve expected outcomes and performance measures with minimal supervision.
  8. Familiar with the social service programs of The Salvation Army, preferred.
  9. Understanding and willingness to support the mission of The Salvation Army.
  10. Ability to speak and write the English language at a high and professional level.
  11. High degree of confidentiality.
  12. Ability to respond to common inquiries or complaints from clients.
  13. Ability to add, subtract, multiply, divide, calculate figures and amounts such as discounts, and
  14. Strong data entry skills a must. Accuracy and speed required.
  15. Computer skills in Windows environment (Microsoft Office), Outlook preferred.
  16. Excellent communication skills, both written and verbal.
  17. Excellent and professional telephone etiquette and presence.
  18. Excellent organizational skills.
  19. Must have ability to empathize, communicate and work with a variety of people from diverse backgrounds.
  20. Strong ability to utilize a high level of time management and handling multiple tasks.
  21. Ability to work with a diverse population.

PHYSICAL REQUIREMENTS:

  1. Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis.
  2. Ability to grasp, push, and/or pull objects.
  3. Ability to reach overhead.
  4. Ability to operate telephone.
  5. Ability to lift up to 25 lbs.
  6. Ability to operate a computer.
  7. Ability to process written, visual, and/or verbal information.
  8. Ability to operate basic office equipment and tools PC, Fax Machine, Telephone, Calculator, Copier, Printer.
  9. Miscellaneous office equipment including but not limited to staplers, three-hole punch, etc.
